Make the "reset-saved" Custom operation reset to default if there is no saved value.

* lisp/cus-edit.el (custom-variable-menu)
(custom-variable-reset-saved, custom-face-menu)
(custom-face-reset-saved): If there is no saved value, make the
"reset-saved" operation bring back the default.
(custom-face-state): Properly detect themed faces.
